I also decided to go with Level 10s rather than Level 1s for a simple reason: it eliminates mule characters. This creates a small error margin of about 100 Level 10s, since I was not always able to hit Level 10 exactly perfectly, but with each one I was able to get them out within a fraction of a bubble after they hit their level. By looking at the ranking of the Level 10 characters I created, I can get an approximate rank for each of the classes at this point. I created one (barely) level 10 character for each class on the Expansion Normal ladder to get snapshots of server populations and class distributions, as this is the easiest way to estimate numbers on the Ladder.
